ЦЕЛЕВО СОЦИАЛНО ПОДПОМАГАНЕ ЗА ОТОПЛЕНИЕ – ИСТОРИЧЕСКИ ОПИТ И ПЕРСПЕКТИВИ ЗА РАЗВИТИЕ ПРИ ОГРАНИЧАВАНЕ НА ЕНЕРГИЙНАТА БЕДНОСТ В БЪЛГАРИЯ
Резюме
Обосновани са някои насоки за оптимизиране на механизмите за целево социално подпомагане за отопление в по-широкия контекст на необходимостта от провеждане на национална политика за ограничаване на енергийната бедност. Обобщен е историческият опит на България в предоставянето на целеви социални помощи за отопление след 1995 г. и е направена оценка на неговите силни и слаби страни. Очертани са възможни решения и насоки за развитие на социалната защита в тази област в контекста на ограничаването на енергийната бедност.
