  “The New World Order” – an Old Phenomenon of the Newest Times

  “The new world order” (declared by J. Bush-Senior and the Roman club in the end of the 20-th century) is not something so new, as it has deep historical roots. New are the unique circumstances in which it is being build: wide scale and dynamic liberal globalization, decomposition of the bipolar world with two main leaders and remaining of one sole hyper powerful predominant (USA) but with emerging competitors (as separate countries or unions of countries); increasing role and importance of regional economic organizations (with EU as a prototype), as well as of the global corporations in the conditions of widening and deepening ecological and cultural crisis; the economic (crisis) also periodically remind of itself… Increasing is the contradiction and/or inconformity between the developing liberal global society and the absence of global management which (the contradiction and/or inconformity) aims to overcome the “New world order”.

  Unemployment and Paid Employment – Main Determinants of the Contribution of Women to the Family Budget

  Analyzed is the impact of unemployment and paid employment as main factors determining the modifications in the economic contribution of women to the family budget. A complex assessment is made on differences between women and men on the labour market and in paid employment and as a result identified and measured are specific indicators in different profiles. A comparative assessment is made of their values for Bulgaria and the EU. Classified are respective conclusions on the power of the impact and on ranging the factors. Revealed are sustainable inequities between genders in the paid employment which directly damage women and limit the space of their financial capabilities, respectively their contribution in forming the family budget.

  The Level and Structure of Remunerations in the Armed Forces as Factors for the Competitiveness of the Army on the Labour Market

  Analyzed are the level and structure of remunerations in the armed forces and their reflection on the competitiveness of the Bulgarian army on the labour market. On this basis is revealed that despite the relatively high social costs on maintenance of military men an obstacle in front of the attractiveness of the military profession are the detachment of remunerations from personal needs and labour market condition, the rather big share of non-financial and postponed benefits, the underestimation of a number of the proposed compensations. The resolution of this situation is in providing: flexible incentives for joining service and resumption of service contracts; broad possibilities for qualification, transforming the military service from a substitute to a key for realization of educational ambitions of young people; monetizing of some of the benefits and proposing the rest in packages which ensure for equal access and choice possibilities for military men.

  A Complex Model for Measurement and Factor Analysis of Population Ageing

  Composed is a model for measurement and analysis of population ageing. For these, separate methods have been published, which are combined here into a complex model on measurement and factor analysis of ageing. The proposed novelty is the further development of the factor model. In it composed is a hypothetical population with preserved intensities of the three processes of age fertility of women, death rate and migration growth by gender and age from a previous period. In these conditions two tasks of the factor analysis are solved. With the first ageing is divided into two parts – from the preserved intensities of the three processes and from their changes in the observed period. With the second task ageing is divided into three parts – form the change in the number of born alive children and from the different intensities of death rate and migration growth by age in the reviewed period. An analysis is made on ageing of the persistent population of Bulgaria for the period 1990-2000.

  Definitions of Small and Medium Enterprise in Global Economics and the European Union - Some Theoretical and Practical Aspects

  Examined are the main criteria which are used to define small and medium enterprises (SME) in different countries. They are subdivided into quantitative and qualitative. To the quantitative refer: number of employees, sales turnover, balance number, size of assets and market share. In the analysis of the main qualitative characteristics of small business a confirmation about them is sought in the works of researchers or studies of a broad time perimeter - from Schumpeter, Kondratieff ant the Bolton Committee to the contemporary research of the European Commission. Conclusions have been reached about common and specific peculiarities typical for the different definitions. Some conclusions have been made about the changes in the contemporary European common view on small and medium enterprises.

  ИЗТЪКНАТ УЧЕН-ИКОНОМИСТ, СТАТИСТИК И ИКОНОМЕТРИК (в памет на проф. д-р ик. н. Александър Димитров)

  На 3 юли 2008 г. се навършва една година от кончината на уважавания български учен проф. д-р ик. н. Александър Димитров, бивш директор на Икономическия институт при Българска академия на науките и главен редактор на сп. “Икономическа мисъл”, един от колегите, допринесли най-много за съвременното развитие на икономическата наука у нас. Проф. Димитров е роден на 13.08.1935 г. в гр. София, има две висши образования – по статистика във ВИИ “К. Маркс” (УНСС) и по иконометрия в Института за икономически изследвания, Белград, защитил е научните степени “доктор по икономика” и “доктор на икономическите науки”. Той е признат и широко известен учен в областта на иконометрията, икономическия растеж и международната икономика както у нас, така и в чужбина. Автор е на повече от 120 публикации, от които 11 са издадени на английски език в Токио, Букурещ, Люксембург, Москва и Подгорица. Има авторски учебник по иконометрия в България, който е претърпял няколко издания. Една година след като вече не е между нас, все още е трудно да се каже кое от многобройните публикации и разностранната изследователска и преподавателска дейност на проф. Димитров е най-важно за българската икономическа наука. Без претенции, че са обхванати всички области на научните изследвания и приноси на Ал. Димитров и за цялостна оценка на многогодишния му труд, тук ще направим опит да обобщим направеното от него за развитието на инструментариума на икономическата наука и прилагането му при решаване на конкретни задачи.

  БЛАГОТО КАТО СИСТЕМА ОТ ПОЛЕЗНИ ПАРАМЕТРИ

  За анализирането на качеството на благата и тяхната конкурентоспо- собност в условия на глобализация е предложено комбинирано изпол- зване на системния подход, концепциите на теорията на полезността и идеите на характеристичната теория на благата, развита от Келвин Ланкастър. Проследен е процесът на усъвършенстване на дадено бла- го чрез прецизиране значението на неговите полезни параметри. От- четен е ефектът на значимост (респ. незначимост) на отделните пара- метри на благото при разглеждането му като система. Анализирана е идеята за оценяване на пределна полезност на потребителя в зависи- мост от значението на конкретен полезен параметър на продукта. Направена е оценка на влиянието на значимите параметри на благото върху еластичността на търсене от цената.
