  The article deals with the nature and sets out an analysis of the current pension system and the Silver Fund in Bulgaria. It also outlines the prospects for its development in the future. The Silver Fund is a part of the pension system by virtue of its very purpose of guaranteeing the stability of the State pension system.

  Microcognitive functioning and managerial behaviour

  This paper introduces a conceptual model of cognitive functioning – an overarching cognitive structure model, and determines the impact of each cognitive level upon the establishment of a more coherent and sustainable managerial behavior. It analyses the micro-cognitive level, which examines the compatibility between cognitive abilities and managerial activities. On this ground, the paper determines the valence of twenty three cognitive indicators and analyzes their significance for the enhancement of managerial effectiveness and performance.

  Changing roles and behaviour of human resources managers in the industrial businesses

  The article deals with the systematized set of contemporary roles played by the human resources managers and specialists in the industrial businesses. The main reasons for changes in the contents, priority and combination of the roles and the behaviour of this type of corporate professionals. The main trends and key contradictions, hampering the performance of the roles. An integrated systematic structural approach is proposed, defining the roles comprehensively and flexibly and their alignment with the other components, that express the essential aspects and characteristics of the human resources managers and specialists in the industrial business organizations.

  The theoretical views of Prof. Ivan Kinkel on the economic history are presented and analyzed. He established an original concept on the systematic presentation of the periods of the global economic development, dividing it in three cultural civilization cycles, each having four consecutive forms. The so called Malthusian Law is also considered in an original way. He intends to use it as a theoretical framework to analyse the past. The scientific weight of the theoretical views of Prof. Kinkel is somewhat discredited by his proximity to left and right totalitarian ideologies and by the scientific propaganda of the ideas of race hygiene and Eugenics.

  The articles reveals issues on the nature of public goods, why do they exist, what is the role of the state for their creation and offering to the society. The focus is on the public good “Defense” in Bulgaria and the attitude of society thereto. The investigation of the public opinion poll intends to answer the question, whether the theoretical statement on the public goods is adequate for the public good “Defense” in our country.
